Sorry I had not answered your question yet; I was researching the design to see if I could find a larger picture or the instructions. So far I haven't found anything. I think, though, that the flower is made by a simple single or double crochet circle. Usually those are made by chaining about 3-5 chains and joining them together to form a circle, then chaining 2 and double crocheting anywhere from 6 to 12 times (however you need to make the cirlce flat or curved) into the center of the circle, then slip stitch the last and first double crochet together and tie off. You might want to try to do this with regular yarn or perle cotton first to get the feel for it, then try it in wire. Also, I think you would add the bead or beads for the center after the circlet was made.
Hope this is helpful to you.....Does anyone else have a suggestion?
Sparkles and smiles, Diane
